National Security Presidential Memorandum-33 (NSPM-33), issued in January 2021, calls on the federal government to standardize disclosure requirements and the research enterprise to secure the results of fundamental research (e.g., research that is not subject to export control regulations). In February 2022, the White House provided further guidance on NSPM-33, and since then, a proposed rule has been published. While we are still waiting for a final rule to be published, we do know that MU will be required to have a Research Security Program in place within one year of the filing of the rule. That program will need to have the following elements:

  • Cybersecurity.
  • Foreign travel security.
  • Export controls training (as appropriate).
  • Research security training.

As requirements for research security programs are forthcoming, our federal sponsors are moving forward with standardizing disclosure requirements. The National Science Foundation has been taking the lead on standardizing requirements across federal agencies and has published a disclosure table highlighting what needs to be disclosed and where it needs to be disclosed. As a reminder, all outside activities must be disclosed and approved by the university through the Conflict of Interest (COI) office.
