What we do

Export controls and sanctions compliance falls under Research Security and Compliance at the UM System.

At MU and across the UM System we work collaboratively with offices on campus and outside agencies to ensure the University of Missouri complies with export control laws and regulations.

Export controls are the U.S. laws and regulations that govern the distribution of technology, services and information to people and entities outside the United States. These laws and regulations apply when there are:

  • Potential military applications.
  • Concerns about the destination country or user.
  • National security concerns about the export’s use.

When export controls apply, they apply to all activities, including but not limited to, sponsored research.

It is the position of the MU Division of Research, Innovation & Impact that research conducted by faculty, staff and students is in the public domain and considered fundamental research as defined in export control legislation by the U.S. Department of Commerce and U.S. Department of State. Most MU research will, therefore, be exempt from export control licensing requirements. However, where export control regulations are applicable to our research activities, the university requires full compliance with the law.
