A federal government shutdown can have significant impacts on the University of Missouri’s research and creative works activity.
Federal employees across agencies are generally not permitted to work during a shutdown, meaning many agency functions will cease — including review of proposals, processing of awards and basic communications. Federal agencies have their own procedures and protocols. Contingency plans are posted on each agency’s website. Please bookmark those pages for the latest information. Below is added guidance to help the Mizzou community navigate the current shutdown.
Should I stop working?
Unless contacted specifically by a sponsoring agency, researchers should continue their research projects without interruption. The campus will be able to manage cash flows for the immediate future so that research work can continue. Contracts that do not receive a specific “stop work order” also should continue.
I have a proposal due.
Although agencies will not issue new grants or contracts, and most staff will be unavailable for inquiries, we still encourage you to submit your proposal to the Sponsored Programs Administration (SPA) at least five days before the sponsor’s deadline. SPA will submit proposals if portals are available. Please check the sponsor’s website for specific guidance.
I’m expecting a new award.
The federal government shutdown means proposal reviews and/or subsequent award announcements will be delayed, creating backlogs once the government reopens.
I need to re-budget or ask for a no-cost extension or award continuation.
Requests for re-budgeting, no-cost extensions and award continuations could be delayed. Technical reports, financial reports and other reports as required by the sponsor should still be submitted on or before due dates.
