Guidance for PIs Submitting for Pre-submission Review

The purpose of the pre-submission review is for a principal investigator to seek feedback from an MU investigator for a proposal prior to submission to the external sponsoring agency. Every effort will be made to match a proposal with a reviewer in the same discipline as the PI. Reviewers will provide feedback on content, not on matters of compliance (including, but not limited to, font size, number of pages, required sections). Obtaining pre-submission review does not guarantee proposal success or funding.

  • Upload your proposal to InfoReady: https://umsystem.infoready4.com/#competitionDetail/1818879. You may sign in using your university credentials. Your college and department should automatically populate.
  • Include the funding opportunity announcement (link or pdf) and indicate whether you have talked with a program officer. When possible, faculty reviewers will review the funding opportunity announcement alongside the scientific components of the proposal to ensure alignment.
  • In order to allow ample time for the reviewer to read through your proposal and provide feedback, please submit your proposal for pre-submission review no less than three weeks prior to the sponsor’s deadline.
  • Volunteer reviewers have agreed to hold proposal contents confidential. However, if there is a faculty member who should not review your proposal (reason-neutral), please indicate such in your submission.
  • You will receive reviewer feedback through the InfoReady application.

Guidance for volunteer reviewers

  • Upload your application to become a reviewer to InfoReady: https://umsystem.infoready4.com/#competitionDetail/1818879. You may sign in using your university credentials. Your college and department should automatically populate.
  • ORED will contact you to let you know that a proposal was received that aligns with your discipline and/or experience with a given sponsor. Please respond within 2 business days as to whether you’re available to review the proposal and offer feedback. PIs have been instructed to submit their proposals for pre-submission review three weeks prior to the deadline.
  • If you accept the invitation to review, ORED will forward the application materials to you through the InfoReady process. Please provide feedback through the InfoReady application (link will be provided to you by email). You will also have the opportunity to leave comments for the ORED team.
  • The PI should provide the funding opportunity announcement. As part of your review, please give feedback on whether the proposal aligns with the announcement. Alternatively, the PI may indicate that he or she has spoken with a program officer. If the program officer has acknowledged support of the project, the review of the funding opportunity announcement is less important. The PI should indicate such in InfoReady.
  • Feedback should be provided in the reviewer comments section of InfoReady.
  • Pre-submission reviewers are not expected to review a proposal for compliance with administrative aspects of the guidelines, such as font size, page limits, and document formatting.
  • Please provide feedback to the PI to allow for time to incorporate your suggestions and submit to OSPA in advance of the proposal deadline.
  • Volunteer reviewers must maintain confidentiality throughout the process.
