Applicants should not request less than $400,000 and no more than $500,000. Applicants should include an anticipated start date between July 2018 – September 2018 and the period of performance should be between 20 months and 36 months.


Applicants can submit one application in response to the NOFO.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that develop and pilot the use of a blockchain solution to solve worker rights challenges. Blockchain, a public distributed ledger that records transactions in a verifiable and permanent way, is a relatively new technology that governments, international organizations, and businesses worldwide are exploring to solve a range of social and political problems; however, its potential to solve intractable human right challenges remains largely unexplored. Proposals should promote worker rights and responsible business by partnering with a private sector entity to pilot a blockchain solution for a specific worker rights challenge such as non-payment or under-payment of wages, withholding of identity documents, reporting violations, access to remedy, and lack of transparency in supply chains. Projects might also coordinate and engage with multilateral efforts related to the use of blockchain to solve social challenges.
