The Health Resources and Services Administration (HRSA), HIV/AIDS Bureau is accepting applications for fiscal year (FY) 2018 Special Projects of National Significance (SPNS) Program initiative, Implementation of Evidence-Informed Behavioral Health Models to Improve HIV Health Outcomes for Black Men who Have Sex with Men (BMSM) – Evaluation and Technical Assistance Provider (ETAP). The purpose of this cooperative agreement is to support a single organization to lead a multi-site evaluation and provide technical assistance (TA) to a cohort of up to seven (7) demonstration sites funded under a separate announcement (HRSA-18-047). The demonstration sites will adapt and implement evidence-informed interventions and/or models to engage, link and retain particularly vulnerable populations. Specifically, this initiative will engage and retain BMSM in HIV medical care and supportive services by addressing their behavioral health needs. The ETAP will provide TA and capacity building to the demonstration sites; work collaboratively with them to implement a comprehensive multi-site evaluation; and disseminate successful models, findings, best practices and lessons to the Ryan White HIV/AIDS Program (RWHAP) community.


The FY 2018 President’s Budget does not request funding for this program. This notice is a contingency action taken to ensure that, should funds become available for this purpose, applications can be processed, and funds awarded in a timely manner. Applicants should note that this program may be cancelled prior to award recommendations.
