An Offeror shall be disqualified, and the Offeror’s Proposal shall be rejected for more than one Proposal from an individual, firm, corporation or joint venture under the same or different names (Offeror), whereby all proposals from the Offeror shall be rejected.

The Hawai’i Department of Education (HIDOE) is issuing a solicitation to procure necessary training, books, materials and certification on the Danielson Framework for Teaching (Framework) currently used for classroom observations and is part of the Educator Effectiveness System (EES). HIDOE is issuing this Request for Proposal (RFP) to solicit offers from educational experts and organizations committed to improving teacher effectiveness. The firm shall have national experience with public organizations, including state, district, and/or local education agencies. This firm should be able to train on certification and calibration using the Danielson Framework for Teaching. The RFP includes all books and other materials as necessary for the training, use and certification and assessment on the Framework; calibration training for observers who have already received certification in the use of the Framework; and training development to build internal capacity.
