of need; 3) anticipated contributions, improvements, and impacts on
science and technology and associated infrastructure; 4) estimated
budget, 5) expected source(s) and amount of any planned cost share;
6) a preliminary list of scientific users of the facility; and 7)
source(s) of proposal development costs for architectural/engineering
support.
