Learn and Serve America will make Higher Education Grants to expand participation in community service and service-learning by supporting innovative community service programs carried out through institutions of higher education that act as civic institutions to meet the human, educational, environmental, or public safety needs of neighboring communities. Emphasis is placed both on institutional change to support service and service-learning within higher education and on community problem-solving and capacity-building.

Higher Education Grants support a variety of community service and service-learning activities including: creating and expanding community service and service learning programs; training faculty, K-12 teachers, and others to conduct service-learning; integrating service-learning into professional education programs; strengthening the service learning infrastructure within higher education institutions; and supplementing community service and service-learning activities through Federal Work-Study (FWS) programs. Participants in higher education programs include graduate and undergraduate students, faculty, staff, and community members.
